This algorithm is poorly expressed. "To his age at his next birthday add" 1 for each leap year between his birth year and the current year. The remainder when dividing this number by 7 gives the offset of his day of birth from the day the birthday falls in the current year.
For instance, if you were born December 21, 1947, you will be 78 on your birthday in 2025, which is a Sunday. There are 20 leap years between the dates. .
